ISCIII is a public legally autonomous body with intramural facilities and extramural actions whose main activities include the promotion of biomedical and other health science research, as well as regulatory issues (e.g. Biobanks) and a main focus in supporting the Spanish National Health System (SNS). ISCIII is currently supervised by the Ministry of Science and Innovation (MICINN) of Spain and formerly by the Ministry of Health and Consumers Welfare.

The Fund for Health Research (FIS) is the extramural R&D funding branch of the ISCIII and legally entitled to manage the Strategic Action for Health Research (AES) with a key-focus in translational research and within the R+D+I National Plan of Spain 2008-2011.

ISCIII via FIS is the main public body to fund Biomedical and Health Research and Health Research Assessment Projects, Infrastructures and Capacity Building (research training, pre and post PhD and sabbaticals fellowships, research manpower, researcher job contracts and research certification).

It is an active actor in the International and European Research Area, e.g. ERA-NETs, ESFRIs, TEC Article 169 (EDCTP, AAL), etc..
In 2008, FIS committed 223.93 M€ to fund disease-oriented, person-oriented and population-oriented basic, applied and translational research via competitive public calls mainly for grants and a smaller part for loans.
